No Avatars Allowed?

I thought reenlisting here would open up some priviledges such as creating an avatar, but wrong again. The "Do Not Use An Avatar" button stays clicked and there is nothing you can do about that.

Why is that?

Go into 'edit profile picture'. I just did that. I thought I would dig around being I have not done that yet. Not an 'avitar', but it is a picture nonetheless.
