"Top Ten" Bill in Debate

The top ten bill is up for consideration on the House floor in Austin.
The measure would scale back the policy that offers students in the top ten percent of their class automatic admission to state colleges.
Some critics say the debate will take lots of time, while others say it's just another way to stall a controversial piece of legislation.
Representatives approved a provision to allow UT to temporarily cap admission of qualified students at 75 percent beginning in 2011.
UT officials believe at that time over 90 percent would be in the top ten at high schools.
A top ten percent bill has already passed in the state Senate.
