Thompson presented pictures and information from the Andrews County senior citizens center, which is housed in a former grocery store.
She told the court that the entire building is compliant with the Americans with Disabilities Act (ADA) and that the cost of the building, including upgrades, was $600,000.
"Every place has an exit and it is on level ground with plenty of parking," she said. "The whole thing is tiled and wheelchair accessible."
She said that she was told that the building in Andrews is less than half the square footage of the Scurry County facility (27,000-square feet), but that it seemed bigger because of the layout.
"They did not get any grants -- they were not successful with any of their applications," Thompson said. "So they did it themselves."
Thompson added that the entire process to get the center in Andrews up and running took two years from the initial planning to the completion of construction.
Parks Department director Larry Thompson, Carla's husband, went with her to tour the Andrews facility and noted the ongoing problems with the Scurry County building.
"We have talked about the problems with this building -- it's on the side of a hill and no door is ADA accessible. Most of our seniors fall under ADA," he said.
Following the presentation, commissioners discussed touring both the senior center and the old law enforcement center during Tuesday's scheduled meeting, and made an inventory of all 21 buildings the county owns.
Commissioners said they would ask current jail superintendent Delwyn Davis to take them on a tour of the old law enforcement center, located on 26th Street.
