During the Cisco City Council meeting, the Cisco Development Corporation asked to come up with a plan to clean up Cisco.
Right now the police department issues tickets as code enforcement, but the biggest problem they have is finding people who own properties, so they can issue tickets for high weeds or damaged  buildings.
An even bigger problem are absentee owners, or owners of property who live out of state.
The head of the Cisco Development Corporation says he is working on attracting a 69-room hotel, headquartered in Florida, a national restaurant and an apartment complex, but the the lack of code enforcement is making it harder.
A retail strip center is also in the works in Cisco.
The city says they will continue to work on code enforcement.
