But this week district 4 candidate Jim Gerlt said the councilman took his remarks too far.
"At some point you have to draw a line in the sand and that is what I did," Gerlt said.
Gerlt has filed a complaint with the Texas Ethics Commission against Beane saying Beane used the airtime to endorse his campaign and failed to report it in his campaign finance report.
"If you can buy radio time and say whatever you want without having to put a disclaimer on it then lets all play by the same rules," Gerlt said.
Councilman Beane said he has been paying for the airtime with his money. He even brought us his checks to prove it.
"I was unaware the Jim Gerlt is an expert on campaign issues," Beane said.
Beane said he didn't break any ethical rules. He said he will abide by whatever the commission decides but said Gerlt is using the complaint as a political tactic having filed it right before elections.
Now it's up to the Texas Ethics Commission to decide who is right and who is wrong with just a little over a week until elections.
