Spain lives on Friars Street, just a few blocks down from Judge Ely. He faces the same problem every weekday.
"This street right here becomes a one lane road, because people are parked between these no parking signs," he said.
No parking signs line a half-block of Friars across from Craig Middle School. As school let out Friday afternoon, ten cars were parked there illegally.
"It's a hazard, it's a pain. When a parent parks by a 'no parking at any time' sign, what are they teaching their kids about obeying the law?" Spain said.
"You're not supposed to park past the sign, but everybody does," said Kristi Romero, who has a student at Craig.
Spain said he's put in calls to Abilene Police in hopes of ending the parking problem once and for all.
"This is an issue and a problem. We need to protect our neighborhood," Spain said.
