Homeowner Not Responsible for Non-Working Fire Extinguisher

Yesterday's fire that damaged a home on North Mockingbird didn't have a working fire extinguisher when the family tried to put out the flames.
There were eight people living in the home, which is being rented.
However, fire investigators say it is not the responsibility of the homeowner to have a working extinguisher.
A homeowner is only responsible if they own a building with three or more units, so no citations will be issued.
