Homeowner Not Responsible for Non-Working Fire Extinguisher

There were eight people living in the home, which is being rented.
However, fire investigators say it is not the responsibility of the homeowner to have a working extinguisher.
A homeowner is only responsible if they own a building with three or more units, so no citations will be issued.
