A city marshal spotted 23-year-old Heather Neal, who was wanted on parole violations, in a vehicle around noon on Tuesday.
When he reached inside to arrest her, 22-year-old Drew Letz drove off, dragging the marshal for a few yards.
The two suspects then hit a mini van at the intersection of North 12th and Kirkwood and ran to a nearby alley where they were caught and arrested.
The city marshal was uninjured and so was the driver of the mini van.
Letz was arrested and charged with aggravated assault against a public servant and evading arrest with a vehicle.
Both are in the Taylor County Jail.
