Police say Conner shot the victims and their two dogs after complaining that the dogs had defecated in Conner's yard. Authorities also tell us that Conner's family said the man had been acting frustrated and angry in recent days.
An eyewitness to the shootings, Vic Stacey, is credited with saving even more lives by shooting Conner when the gunman opened fire at Early police sergeant Stephen Means, who the first officer on-scene. Conner died at the scene from gunshot wounds inflicted by both the sergeant and Stacey.
Brown County Sheriff Bobby Grubbs says investigators will present the case to a grand jury, but he expects no charges to be filed against either Stacey or Sgt. Means.
