Hector Beltran is a hero to River, an almost 2-year-old terrier mix.

Earlier this week, Beltran says he and his neighbors' kids were at Uvas Creek near their Gilroy, California neighborhood fishing when they heard something in the water.

"I heard splashing and noise, so we rushed over there, and we saw her, we saw her head sticking out of the water," says Dwayne Nunez.

What was sticking out of the water, according to Beltran, was River's head.

"We went over there, took her out of water, she had bricks tied to her feet, and I think that's pretty messed up myself," Beltran says.

Beltran removed two bricks that were tied to her hind legs with a rope.

"I took her to the vet, they scanned her, they didn't find anything, no chip or nothing," he says.  "I took her to police station to make a report."

Beltran decided to keep river until he can find a good home for her.

After a haircut and a flea bath, River has been living comfortably with Beltran's two other dogs, Silver and Lucy.

"I told them I was going to keep it, I don't want it to go to no pound at all, I just don't want her to go to the pound," Beltran says.

Beltran says he hopes cops can catch the people who put River in the water.
