City of Abilene Seeks Public Input

ABILENE, Texas - The City of Abilene is requesting citizen suggestions for potential projects or general comments on priorities for the upcoming 2013-2017 Capital Improvement Program (CIP).

CIP projects involve major construction or acquisition and are long-term investments rather than day-to-day operating expenses. Each year, the City adopts a new five-year plan to identify needed capital projects and to coordinate financing and timing.

Qualifying CIP projects include:
  • Construction of buildings, or facilities; including design, engineering, and other preconstruction costs with an estimated total cost in excess of $25,000
  • Purchase of major equipment and vehicles, other than office and data processing equipment, valued in excess of $25,000 with a life expectancy of 15 years or more
  • Major equipment and furnishings for new or renovated buildings
  • Acquisition or purchase of land or other property
  • Studies pertaining to capital improvements that require the employment of outside professional consultants at a cost in excess of $25,000

City staff and the Planning and Zoning Commission use citizen suggestions to help develop and prioritize recommendations to the City Manager. The City Manager then forwards a recommendation to the City Council for final approval in the spring of 2013.

The 2012-2016 CIP included over $14 million in water improvements, $13 million in wastewater improvements and $9.8 million in other planned improvement such a streets, parks and facilities.

Members of the public are also welcome to attend a public hearing of the Planning and Zoning Commission held in the City Council Chamber located at City Hall, 555 Walnut Street, at 1:30 p.m. on Nov. 5, 2012.

October 10 to October 31: Request to citizens for project suggestions Deadline for Citizen Survey

November 5: Public hearing at the Planning and Zoning Commission to obtain citizen input

November 5 to December 14: City Departments prepare Project Sheets and Priority Lists

December 14: Deadline for all completed Projects Sheets and Priority Lists

January 2 to January 25: Departments meet to develop consensus on project priorities

February 4: Preliminary report to the Planning and Zoning Commission

March 4 & March 18: Public Hearing at Planning and Zoning (*See Note 1 below) Commission; Planning and Zoning Commission makes recommendation to City Manager

March 4 to March 18: City Manager develops final recommendation

May 9: Staff Presentation of 5year CIP to City Council

May 23: Public Hearing and final action by City Council

June to August: Certificate of Obligation and Bond Sale

*Note 1: This second meeting is optional. If the Planning and Zoning Commission is able to make a formal recommendation on 03/04/13 this meeting may be cancelled.
