Child Welfare Commissioner Resigns Amid CPS Investigation

Howard Baldwin, Texas Department of Family and Protective Services Commissioner, announced his resignation on Thursday, saying his last day will come at the end of the year.

Baldwin's resignation announcement comes amid an investigation by the APD into the handling of the Klapheke case by local CPS offices.

APD believes that evidence may have been tampered with concerning the death of 22-month-old Tamryn Klapheke who died from severe neglect.

So far, four CPS supervisors have been placed on paid leave during the investigation.

APD says that Baldwin resigned in order to pursue other interests and that it will not affect the case.

Local administrative Judge Lee Hamilton appointed the McLennan County District Attorney's Office (Waco) as Special Prosecutor, Thursday in the investigation.

Mark Parker will be lead counsel, and he will be assisted as directed by the McLennan County District Attorney, Abel Reyna.

In the weeks ahead, detectives will present their evidence to Mr. Parker for his consideration.
