City Says to be Wary of Watering in Winter

Police say the City of Abilene was watering the grass in the center median and the water in the road turned into ice.
However, the city says all sprinkler systems in that area had been winterized, or turned off prior to the accident.
They would not go into any detail as to how the water got there, but they do say at this point they have not recieved a claim from the driver.
Watering in the winter is not prohibited, but the city says people should be more aware.
There are some things you can be fined for, however: water running more than 75 feet down gutter or alley, failure to repair a leak, and operating a permanently installed irrigation system with a broken or missing sprinkler head.
