Most cities are looking for ways to bounce back from the sting of the economy. New research shows how "fun" a city is could be the key to how much money it will bring in. Having 
attractions like museums and parks deem a city "fun."
These "fun cities" are slated to bring in more revenue in the future.
Abilene Planning and Zoning has developed a Capital Improvement Program to assess the needs of such areas. One of the main focuses of the plans is the development of parks.
Assistant Director of Planning and Development Services Edward McRoy says the plan "lays out the long-term vision for parks and facilities within the community over a number of years, and that plan calls for a wide variety of improvements made around the city. "
There are plans to make changes to existing Abilene parks, but first on the list is the development of Lake Fort Phantom. The C.I.P. plans for the addition of park and recreation areas.
McRoy says, "Some dollars are being looked at for 2009 for that area, and there's a Dyess recreation area by the lake that's also being looked at for funding."
The 2009 capitol improvement program has alloted five-hundred-80-thousand dollars for the improvement and addition of parks.
